Commander is a general term given to leaders of in the Lower Elements Police. There are several known commanders. There are actually three regional commanders in Haven; this is stated in book three. There are two, though, in the list below that are actually not one of the three regional commanders (Wing Commander Vinyaya and Briar Cudgeon).
